I agree with you that the proposal in No.5 should be turned down. The despatch should, however, contain a suitable reference to the relief that has, I understand, already been agreed to in the case of married men whose families were evacuated and who received allowances whilst they themselves were interned, namely that the 10% deduction should be abated by any sum which was paid by way of taxation on the allowance made to the family.
